Minimizing Our Environmental Impact
Fluor achieved our Net Zero 2023 commitment before the end of our 2023 financial year. In terms of the commitment we made in 2021, we reduced our operational Scope 1 and Scope 2 greenhouse gas (GHG) emissions to net zero. Scope 1 includes emissions produced directly by our Fluor offices and fleet vehicles. Scope 2 covers indirect emissions, such as GHG from third-party plants that provide electricity to our offices. To ensure transparency and accuracy, a third party assured Fluor's net zero achievement for the first and second quarters of 2023.
Building on Fluor's Legacy
Net Zero 2023 continued Fluor's longstanding dedication to environmental responsibility. We first measured our GHG emissions in 2006 and have made significant progress to reduce them since then. Among the early milestones was the LEED® (Leadership in Energy & Environmental Design) certification of Fluor's Dallas, Texas, headquarters in 2007. Since that time, numerous Fluor offices have adopted solar panels, light-emitting diode (LED) lighting and energy-efficient appliances as well as other energy-saving actions.
In 2019, Fluor's Scope 1 and Scope 2 GHG emissions totaled approximately 60,000 metric tons of carbon dioxide equivalent (tCO2e). Within this total are emissions from Fluor offices such as electricity consumption, natural gas and refrigerants and associated fleets.
In 2021, we accelerated our efforts to reduce GHG emissions at Fluor’s offices, announcing our ambitious Net Zero 2023 target. The Net Zero 2023 commitment does not apply to client sites nor does it apply to our fabrication yards or air travel, which are Scope 3 emissions.
Achieving Net Zero 2023 is a significant milestone on Fluor's sustainability journey.
A Global Effort
To reach net zero emissions, we continued to reduce energy consumption at our offices.
In Calgary, Alberta, Canada, the team implemented multiple energy reduction initiatives: parking garage heating and rapid door, interior LED lighting and solar panels. The nearly 700 solar panels are expected to generate over 320,000 kilowatt hours of energy per year, which is more than 10% of the office’s annual electricity consumption.
In Gliwice, Poland, the team installed solar panels on the roof, motion sensors on interior lights and electric vehicle chargers, which are easing the burden on the grid.
And many of our locations switched to LED lighting. From Johannesburg, South Africa, to Beijing and Shanghai in China, to Greenville, South Carolina, teams are seeing a substantial reduction in electricity usage thanks to this simple and cost-effective upgrade.
Those are just a few ways more than 100 of our locations are reducing Fluor's carbon footprint.
We supplemented our actions with the purchase of low- or zero-carbon energy bundled with energy attribute certificates (EACs), as well as the purchase of unbundled EACs and high-quality offset credits.
In 2024 and beyond, we will continue to minimize our environmental impact. Relocating existing offices to energy-efficient buildings and upgrading fleet vehicles present opportunities to make significant emission reductions. We will focus on reducing the use of supplements, like unbundled EACs and offset credits, going forward.

Progress Report
In the fourth quarter of 2023, a third-party verifier reviewed our renewable energy claims for several locations and Fluor's updated Greenhouse Gas Inventory Management Plan. The verifier also checked our list of Net Zero 2023 offices and verified the timing of AMECO and Stork divestitures. Fluor's emissions totals for 2023 will be reported in Q2 2024.

The Inventory Management Plan details the management of greenhouse gases (GHG) associated with Fluor Corporation. It is updated at least annually to reflect any changes to our strategy, emissions inventory and procedures.

The Climate Action Plan is Fluor's framework for measuring, tracking and reducing GHG emissions. It outlines our GHG emissions strategy and inventories, boundary conditions, emission reduction efforts and data management processes.
